Per the Student Debt Assistance Act, current or previous students whose account balance is unpaid are entitled to receive a copy of their college transcript for a limited number of reasons, as provided in the Act at https://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=4312&ChapterID=18
A student who requests their transcript via Parchment at https://www.richland.edu/admissions/request-a-transcript/ for a covered reason will be provided their transcript, in compliance with State law. Any student whose transcript request is denied, who has an unpaid balance, and who feels that the purpose of their request falls under a covered reason in the Student Debt Assistance Act should contact the college's Student Success office at either help@richland.edu or 217-875-7211 x6227 for assistance.
